I would suggest you to try the steps below and check if it helps.
Step 1:
Place the computer in a clean boot state and then install the program. You can start Windows Vista or Windows 7 by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

After installing the program you will have to put the computer back in normal startup. See the section on how return your computer to a Normal startup mode by following the steps under “Reset the computer to start as usual”:
Step 2:
If Step 1 fails then, lower the User Account Settings and then try installing the program and check if it helps.
Note: Do not forget to change the User account Settings back to what it was set.
